The funds from Blackstone Infrastructure and Blackstone Real Estate are expected to draw in an additional $60 billion in private investment, accelerating the State’s Innovation Ecosystem.

In a transformative move for Pennsylvania’s economy and innovation ecosystem, Blackstone, the world’s largest alternative asset manager, has announced an unprecedented investment of more than $25 billion to develop and expand digital and energy infrastructure across the Commonwealth.

Backed by funds from Blackstone Infrastructure and Blackstone Real Estate, this bold initiative is also expected to catalyze an additional $60 billion in private investment—positioning Pennsylvania as a strategic hub in the nation’s AI-powered future.

This long-term commitment supports the buildout of cutting-edge data centers, natural gas power generation, and thousands of new jobs across the state—strengthening Pennsylvania’s role as a cornerstone of American digital transformation and industrial resurgence.

Fueling Innovation in the AI Era

“Pennsylvania is transforming into a strategic hub for AI innovation,” said Sean Klimczak, Blackstone’s Global Head of Infrastructure. “We’re excited to work with our partners at PPL to invest in the generation needed to support this critical digital infrastructure.”

The centerpiece of this investment is Blackstone-backed QTS, the world’s largest independent data center operator. QTS now has multiple land sites in Northeastern Pennsylvania, with plans to develop state-of-the-art data centers optimized to meet surging demand from hyperscale customers and enterprise clients driving the AI revolution.

QTS also plans to issue a Request for Information (RFI) to expand development opportunities into other regions across the state.

Powering America’s AI Future—with Pennsylvania at the Center

To meet the massive energy needs of these future data centers and support the reindustrialization of the U.S. economy, Blackstone has also formed a joint venture with PPL, a leading Allentown-based utility company.

The venture plans to invest in new natural gas generation facilities located in Pennsylvania—providing reliable and cost-efficient power to a growing digital economy.

Pennsylvania already ranks as the second-largest producer of natural gas in the U.S., accounting for 20% of national output, making it an ideal location for such an energy-digital infrastructure pairing.

A Catalyst for Economic Growth and Local Job Creation

The impact on Pennsylvania’s workforce is equally significant. Over an estimated 10-year construction timeline, Blackstone’s projects will support or create an estimated 6,000 plus jobs annually, with more than 3,000 permanent jobs anticipated during operations at QTS data centers and their affiliated customers.

In alignment with its longstanding partnerships with organized labor, Blackstone has emphasized collaboration with local workforce development and training programs to ensure inclusive access to these new job opportunities.

Accelerating Permitting and Public-Private Partnerships

A key enabler of the investment’s rapid execution is PA Fast Track, a new permitting system created to streamline infrastructure development in Pennsylvania.

QTS will work closely with local, county, and state officials to leverage this system to ensure that permitting timelines match the urgency of national AI priorities.

Beyond infrastructure, Blackstone and QTS have also committed to building lasting community relationships through volunteer initiatives, workforce engagement, and regional outreach—aligning with Governor Shapiro’s administration’s priorities for equitable economic development and digital inclusion.

This major investment reinforces Pennsylvania’s position as a leader in technology, energy, and advanced manufacturing, and aligns with the Commonwealth’s push to modernize its infrastructure to attract high-growth industries like AI, biotech, and clean tech.

Home to world-class universities, national laboratories, and a burgeoning startup ecosystem, Pennsylvania has already been making strides to foster innovation-led economic growth.

Blackstone’s decision to anchor one of the largest infrastructure investments in U.S. history in Pennsylvania not only validates this momentum—it amplifies it.

Next Steps

Subject to regulatory and utility approvals, the start of construction is planned for year-end 2028. As this initiative unfolds, the long-term effects will extend well beyond bricks and bandwidth—furthering Pennsylvania’s participation in America’s AI and energy-driven economy.
