The Department of Health and Human Services (HHS) has announced changes to the SBIR and STTR proposal submission schedule for its Public Health Service (PHS) agencies. In addition to the National Institutes of Health (NIH), these agencies include the Food and Drug Administration (FDA), Centers for Disease Control and Prevention (CDC) and Administration for Children and Families (ACF). These changes are intended to accelerate the proposal review and grant award process.
There are presently three PHS submission cycles over the course of the year with general submission due dates of 4/5, 8/5, and 12/5 respectively and with AIDS-related proposals due the 7th of the following month. Effective September 5, 2015 the standard cycle due dates will be 9/5, 1/5, and 4/5. There will no longer be separate submission dates for AIDS-related proposals.
For the transition period, the current PHS Omnibus Solicitation 2014-2 has been extended one cycle to provide for general SBIR and STTR submissions due 4/5 and AIDS-related submissions due 5/7. Following these dates, the next submission date will be 9/5/15 for all SBIR and STTR proposals. There will be no August submission date. The issuance of the next and future Omnibus Solicitations is being pushed back from January to June.
